Liquidation of Belarusian Scout Association

The Supreme Court of Belarus made a decision on liquidation of Belarusian Scout Association based on the suit of the Ministry of Justice. The assoviation, one of the biggest public organizations of the country, existed for 13 years and three days.

On March 25 the Supreme Court under the chairmanship of A.Zabara made a decision on liquidation of Belarusian Scout Association based on claims of the Ministry of Justice. The organization was found guilty of violation of the law on legal address. (According to the Belarusian legislation public organization should have administrative premises for legal address, private premises (a flat for example) does not do for it). Also the court seconded the opinion of the Ministry of Justice and declared the congress that was held in 2002 invalid (the supreme ruling body) as if the amount of registered structure units was not enough. Kastuś Chadyka, the Chancellor of Belarusian Scout Association, who represented the public organization in court, did not agree with introduced claims and declared that there was no sense to struggle with the Ministry of Justice, because it became ‘merely punishing body’. According to his words it was important now to discuss and summarize knowledge and experience of Belarusian Scout Association on scout system of bringing up in order to be ready for future work.

It is important to remind that in time of the highest development of scouting in Belarus in the middle of 90ths Belarusian Scout Association had about 20 structure units and about 1500 members. Now Belarusian scouting has only Republican Belarusian National Scout Association and Belarusian Scout Movement, several regional and not registered organizations. Scout program is being realized also by YMCA.
